Bill Pardue

Chairman & CEO

For nearly 20 years, Bill has been active in acquiring and building data analytics and visualization technologies to serve the Insurance sector and also the U.S. Intelligence and Security Communities. Bill organized Weather Analytics LLC in 2012 to deliver decision-support solutions drawing from the world’s largest and most granular collection of web-enabled atmospheric, soil and topographical information.

A Harvard Law graduate, Bill began his legal career as an insurance defense attorney. He later served as President & CEO at online information provider LexisNexis in the United States and Europe and as Chief Global Product Officer. In 1999, Bill founded the Insurance practice and Risk Solutions groups at LexisNexis, which now operates in 175 countries.

Bill left LexisNexis to join Gartner Inc. as President of Gartner Intelligence, the global IT research firm, and later founded Qbase LLC, a data management and analytics company with operations in the U.S. and the Middle East. Bill’s M&A work has included acquiring software and information businesses from Nokia and from The Financial Times. Bill co-founded the strategic advisory and investment firm Voyant Partners, where he spearheaded the acquisition of a geo-spatial patent portfolio and its subsequent sale to Samsung. Earlier in his career, Bill directed marketing for The Washington Post and worked as a journalist with The Associated Press.

Beverly Parker

Vice Chair

Beverly has broad-ranging leadership and general management experience in multi-billion-dollar enterprises, start-ups and turnaround situations. Her leadership roles include being a partner at investment and advisory services firm Voyant Partners; SVP of Global Sales and Customer Support for MarketResearch.com, Co-Founder and SVP of Qbase, and Chief Marketing Officer/SVP of Gartner, Inc.

Beverly was also part of many pioneering projects during her 22 years with LexisNexis, a leading global provider of content-enabled workflow solutions including co-founding their Risk Solutions business. She earned her Bachelor of Arts from the University of Evansville, Indiana.

Chris Skarinka

President

Chris is a co-founder of Weather Analytics LLC. A Harvard graduate, Chris leads finance, accounting, operations and investor relations.  He also heads the Company’s corporate development and works with reinsurers.   Before joining Weather Analytics, Chris was a banker with Deutsche Bank and the private equity firm Great Hill Partners.  He spearheaded the acquisition for Great Hill of an insurance lead-generation technology firm and also analyzed investments in the weather information sector.

It was at Great Hill that Chris met Bill Pardue and their Weather Analytics co-founder Beverly Parker.  Chris architected the Series “A” investment in the Company led by Tokio Marine HCC, which was selected Venture Deal of the Year in the Washington, DC, region. Chris also co-founded an internet-based insurance agency in California.  Chris rowed while in college.

Tom Cecere

Chief Technology Officer

Tom brings over 25 years of experience in software companies ranging from Network management to on-line Education. As a graduate of MIT and Dartmouth College, he has been an executive officer and board member, and held CTO, COO and CFO roles in both startups and publicly traded companies. Tom’s work passion involves getting great products out to market, and supporting teams from every part of the company to help customers succeed.

Emmett Soldati

Chief Innovation Officer

For the past three years, Emmett has driven the product vision and design at Weather Analytics and led strategic account management.  He also headed marketing, spearheading the company’s assessments of client needs, and conducted competitive landscape analysis. Emmett identified top priorities for Specialty, Property & Casualty and Agriculture carriers and more recently has begun analyzing Insurance needs for better information and decision support on inland flooding and climate change.

Emmett led construction of the Weather Analytics product suite for the Insurance and U.S. federal sectors.  Emmett is the senior executive in managing U.S. Government accounts, including the Department of Homeland Security, Pentagon and the Intelligence Community.  He is a summa cum laude graduate of York University and earned his master’s at the London School of Economics.  A serial entrepreneur, Emmett’s startups have ranged from green technology, to social-media marketing, to restaurants. He played rugby at LSE and founded the Ultimate Frisbee Club at York.

Dr. Ellen Cousins

Vice President of Data Science

Dr. Cousins joined the Weather Analytics team after her Postdoctoral Fellowship at the National Center for Atmospheric Research in Colorado where she did research applying data mining and machine learning techniques to extract information from in situ and remotely-sensed geospatial observations. Dr. Cousins has a Ph.D in Engineering Sciences from Dartmouth College where her primary concentrations were in Space Physics and Electrical Engineering/Instrumentation. While at Dartmouth she was awarded a NASA Space Grant Graduate Research Award for research in her field.

Dr. Stefan Cecelski

Vice President of Earth Sciences

Dr. Stefan Cecelski obtained his Ph.D. from the University of Maryland, College Park where he focused on hurricane formation using high-resolution numerical weather simulations. At Weather Analytics, Dr. Cecelski uses his expertise in numerical modeling to help create and synthesize complex, high-resolution weather data sets. Beyond creating weather data, Dr. Cecelski is actively conducting research and publishing articles in the Journal of the Atmospheric Sciences where he contributes work related to tropical and mesoscale meteorology.

Cyrena-Marie Arnold

Director of Product Sciences

Cyrena joins Weather Analytics with over 13 years of experience as a meteorologist. She comes to us as former Director of Summit Operations for the Mount Washington Observatory. Her previous experiences include data collection and quality assurance for NASA contractors, Vaisala, NSSL, AirDat, well as complex installations and calibrations of weather stations via helicopter on the remote Alaskan tundra for McVehil-Monnett Associates. Cyrena is a meteorology graduate of Metropolitan State University of Denver with an emphasis in mathematics.
